•Sened, was founded in response to The Syrian catastrophe, which led to critical situations and displacement of internally displaced people (IDPs) within Syria. The individuals who faced hardships due to factors such as repression, human rights abuses, and violence against civilians (including bombings, shelling, and sieges) and the urgent needs of millions of Syrian refugees in Türkiye. Later, our projects expanded to include support for the Turkish hosting community of the Syrian refugees. Our work spans across humanitarian sectors, with a special focus on advocating for the rights and well-being of persons with disabilities (PwDs) and their families.

Safeguarding

The Outreach Worker is responsible for providing individualized case management services to persons with disabilities, children, and other vulnerable groups. This includes conducting comprehensive needs assessments, developing care/action plans, coordinating referral mechanisms, and providing follow-up and support services to ensure beneficiaries’ safety, dignity, and access to services.

The Outreach Worker will carry out both center-based and community-based activities in Gaziantep and, when required, conduct field visits to facilitate access to services and ensure that identified cases are referred to appropriate protection services and receive the necessary support in a timely manner.

The position requires strict adherence to Sened’s case management guidelines, safeguarding standards, and confidentiality principles, while also contributing to evidence-based reporting and service mapping activities.

The Outreach Worker will carry out both center-based and community-based activities in Gaziantep and, when required, conduct field visits to facilitate access to services and ensure that identified cases are referred to appropriate protection services and receive the necessary support in a timely manner.

Job purpose

• Conduct comprehensive intake and assessments of persons with disabilities (PwDs), children, and other vulnerable individuals using Sened’s standardized case management tools.
• Develop individualized care/action plans in consultation with beneficiaries and caregivers, setting clear objectives and timelines.
• Provide regular follow-up through center-based sessions, phone calls, and field visits in Gaziantep districts .
• Monitor progress of each case, adjust care plans as needed, and document all actions in the case management system.
• Provide direct support, including in-kind assistance where applicable, in line with project guidelines.
• Identify protection risks and make safe and appropriate referrals to internal PSS staff or external service providers.
• Maintain updated knowledge of available services through inter-agency coordination and Sened’s service mapping tool.
• Ensure accurate, complete, and confidential documentation of all cases in line with Sened’s data protection standards.
• Submit regular reports on caseload, trends, challenges, and achievements to the Protection Officer.
• Contribute to project monitoring and evaluation (M&E) through data collection, feedback, and beneficiary satisfaction tracking.
• Apply safeguarding principles in all interactions, ensuring “do no harm” and informed consent.
• Maintain confidentiality of all case information and ensure secure storage of records.
• Conduct outreach to identify PwDs and vulnerable individuals in the community.
• Provide information and basic counselling to beneficiaries and caregivers on their rights and available services.
• Support awareness-raising sessions and advocacy efforts on disability inclusion and protection. Assess the specific needs of women, women with disabilities, pregnant and lactating women, and individuals requiring postnatal care, and coordinate with relevant service providers to facilitate their access to appropriate services.
• Provide legal information and basic guidance to beneficiaries when needed during case follow-up, and support advocacy efforts to ensure access to rights and services.

Duties, Objectives, Competencies

Additional Responsibilities

• Bachelor’s degree in Social Work, Psychology, Sociology, Law, or other relevant field.
• At least 1 certified training in case management, child protection, psychosocial support, or protection-related areas.
• Minimum 1 years of professional experience in humanitarian or social service work.
• At least 1 year of direct case management experience, including intake, assessment, action planning, referrals, and follow-up.
• Experience in working with persons with disabilities, children, or other vulnerable populations.
• Knowledge of international protection principles and case management SOPs.
• Ability to use standard case management forms (intake, assessment, referral, follow-up).
• Fluency in Turkish, both written and spoken (C1 level or above).
• Knowledge of Arabic and English is considered an asset.
• Holding Turkish nationality 

Essential Requirements

• Master’s degree in social work, Psychology, or related field.
• 3+ years of total professional experience in humanitarian protection, case management, or social services.
• At least 2 years of experience providing direct case management services to people with disabilities or children.
• Prior experience in EU donor–funded programs.
• Experience conducting field outreach and home visits in Gaziantep or Southeast Türkiye.
• Experience using digital case management or data collection tools (e.g., Kobo, ActivityInfo, CommCare).
• Strong skills in reporting, documentation, and data management.
• Previous employment in Gaziantep or other Southeast Türkiye provinces, with knowledge of the local refugee context.

Desired Requirements

• Ability to conduct intake, needs assessments, care/action planning, referrals, follow-ups, and case closure in line with case management SOPs.
• Strong knowledge of humanitarian protection standards (IASC, Sphere, CP/GBV guidelines) and their practical application.
• Proficiency in using standardized forms and tools (intake, vulnerability assessment, protection risk analysis).
• Familiarity with local and national service providers; ability to establish and maintain safe and effective referrals.
• Knowledge of inclusive approaches, including the Washington Group Questions, to ensure accessibility and equitable support for persons with disabilities.
• Skills in conducting field visits, engaging communities, and identifying vulnerable individuals.
• Ability to maintain accurate case files, confidentiality, and produce clear case summaries, reports, and statistics.
• Ability to communicate effectively with children, caregivers, and vulnerable groups in Arabic and Turkish, ensuring dignity and cultural sensitivity.
